Philadelphia has a Non-Delivery List, Similar to the Do Not Call Lists.
Through the Department of Licenses and Inspections, you can request to be on the City's "Non-Delivery" list. If you do not wish to receive hand delivered advertising circulars or handbills, please fill out the following form: http://www.phila.gov/li/UpdDocs/No_handbills.pdf

Other municipalities may have similar lists.
